kdelibs 3.1.3a package was released to fix Horizontal Scrollbar issue in Konqueror. Its a drop-in replacement for kdelibs. No other recompilations or updates required.
This is a list of grave bugs and common pitfalls fixed after the release date:
- Permanent Horizontal Scrollbar in Konqueror, KMail, KHelpCenter: Bug 61730 describes a problem that was introduced due to a misapplied patch during backporting. Will be fixed in a 3.1.3a update shortly.

Library Requirements. KDE 3.1 requires or benefits from the given list of libraries, most of which should be already installed on your system or available from your OS CD or your vendor's website.
